Ikebukuro in Toshima ward (Toshima-ku!), has tons of stuff to do! Shopping, restaurants, bars/pubs, just tons of random and fun stuff. It's basically a huge shopping city, very similar to Shibuya. Ikebukuro is also quite popular with expats, so you'll have no trouble meeting other expats, if that's what you're into.
The thing about Ikebukuro and housing, is that despite it being a huge shopping and hang out location, it's actually relatively affordable compared to other locations that have similar hustle and bustle-- this relative affordability goes for markets, as well as... apartment/house rentals!
